New infrastructure refers to the new generation of information infrastructure represented by 5G, artificial intelligence, industrial Internet, data centers, and the Internet of Things. Under the impact of the epidemic, new infrastructure is not only an effective means to expand domestic demand and increase supply, but also a key move to seek future international competitive advantage, which plays an important role in promoting the transformation and upgrading of the manufacturing industry, continuously expanding domestic demand, and activating new drivers of development. However, the problem of talent shortage in the core technology of new infrastructure is also beginning to emerge.

Taking artificial intelligence engineering and technical personnel as an example, according to the relevant report released by the Ministry of Human Resources and Social Security, there is a large gap in artificial intelligence talents in China, and the domestic supply and demand ratio is 1:10, and the supply and demand ratio is seriously unbalanced. According to the data compiled by CCID Consulting, in Guangdong’s key infrastructure project investment plan in 2020, the number of new infrastructure projects is 165, accounting for 34.1%, leading all provinces in the country. Jiangsu, Shanghai and other places have launched the policy opinions on accelerating the promotion of digital new infrastructure to expand information consumption and support the development of 5G networks, the Action Plan for Promoting New Infrastructure Construction in Shanghai (2020-2022), and actively layout new infrastructure, which is expected to further expand the size of the talent market in the information infrastructure industry in the future.
