On March 25, the Ministry of Industry and Information Technology solicited public comments on the “Industrial Robot Industry Standard Conditions (2024 version)” (draft for Comment) (referred to as the “Draft for Comment”) and the “Industrial Robot Industry Standard Management Implementation Measures (2024 version)” (draft for comment) (referred to as the “Measures”). The “Standard Conditions” PM3326B-6-1-2-E  proposes to encourage industrial robot key parts, ontology manufacturing and integrated application enterprises to voluntarily apply for standard conditions announcement in accordance with the standard conditions, and release enterprises that meet the standard conditions to the society in the form of announcement, guiding various encouragement policies to gather with the announced enterprises.

Industry insiders believe that this move will further standardize the management of the industrial robot industry, guide enterprises to healthy competition, and play the demonstration effect of standardizing enterprises to promote the high-quality development of the industrial robot industry.

According to the “Standard Conditions”, in terms of basic requirements, PM3326B-6-1-2-E  enterprises engaged in industrial robot related business for not less than three years can declare. In the past three years, the annual operating income of key parts manufacturing enterprises is not less than 30 million yuan; The annual operating income of bulk manufacturing enterprises is not less than 50 million yuan; The annual revenue of integrated application enterprises is not less than 100 million yuan.

In terms of technical capabilities, enterprises are required to set up a separate R & D team/department, with product R & D design capabilities, and can design and develop corresponding products according to customer needs. For enterprises with operating income of less than 50 million yuan (including) in the previous year, the annual R&D investment in the past three years shall not be less than 5% of the operating income; For enterprises with PM3326B-6-1-2-E  annual operating income of 50 million yuan to 200 million yuan (inclusive), the annual R&D expenditure in the past three years shall not be less than 4% of the operating income; Enterprises with operating income of more than 200 million yuan in the previous year have invested no less than 3% of their operating income in research and development in the past three years.

In terms of production conditions, it has standardized process flow, and established a complete monitoring system from raw materials, semi-finished products, production process parameters, products, etc., and has the ability to ensure product production quality. Enterprises R & D, production, use of industrial robot key parts, ontology, integrated systems and other products must obtain China robot certification (CR certification).

“Measures” proposed that the Ministry of Industry and Information Technology in line with the “standard conditions” of industrial robot enterprises to implement announcement management, enterprises in accordance with the principle of voluntary application. Standardized enterprises should consciously maintain compliance with the “Standard Conditions”, conscientiously carry out self-examination and self-evaluation in accordance with the requirements of these measures, and actively cooperate with supervision and inspection. The validity period of the announced enterprise is three years.
